Data Technician V1.1: From Publication to Assessment
When the revised Data Technician V1.1 apprenticeship standard was published in August 2025, much of the conversation focused on the headline changes. There was understandable interest in the increased emphasis on AI, ethics and emerging technologies, as well as the updates to the assessment approach. The following month, Skills England selected Data Technician as one of the first illustrative examples of apprenticeship assessment reform. As a result, conversations quickly moved beyond the revision itself and towards what the standard signalled about the future direction of apprenticeship assessment.
Twelve months later, many of the first apprentices are now reaching assessment under the 1.1 version of the standard. With providers, employers and assessment organisations all having had time to adapt, it feels like a good opportunity to briefly move the conversation back to the EPA revision and reflect on what changed, why those changes matter and what they tell us about the future of digital apprenticeships.

Evolution, Not Revolution
Unlike some apprenticeship reviews that fundamentally redesign a programme, the Data Technician v1.1 revision was largely evolutionary.
The occupation remains focused on collecting, preparing, analysing and presenting data to support decision-making. However, the revision recognised that the role of a data technician is changing, and the apprenticeship needed to change with it.
The updated standard places greater emphasis on emerging technologies, including artificial intelligence and the growing use of automated tools within data environments. It also strengthens expectations around ethical and responsible data use, sustainability and inclusive working practices.
For many providers, these changes did not require a complete overhaul of delivery, but they did provide an important opportunity to review how well programmes reflect the realities of today's workplace.
Reflecting the Realities of Modern Data Roles
The technical updates within the standard are also significant.
Artificial intelligence has moved from emerging topic to everyday workplace reality in a relatively short period of time. Today's data technicians are increasingly expected to work alongside AI-enabled tools, understand their outputs and apply professional judgement when using them.
At the same time, organisations are becoming more aware of the ethical implications of how data is collected, processed and used. Issues such as bias, privacy, transparency and responsible technology use are no longer specialist concerns. They are becoming core professional competencies.
The revised standard acknowledges these developments and helps ensure apprentices are developing skills that remain relevant beyond apprenticeship completion.

Improvements for Apprentices
Whilst much attention is often given to what apprentices are assessed on, some of the most positive changes relate to how they are assessed. The revised Data Technician assessment introduced a number of improvements designed to create a more consistent and accessible experience.
One example is the provision of a subset of the data before the assessment. Rather than asking apprentices to work with entirely unfamiliar information under pressure, they are given the opportunity to become familiar with the dataset in advance. This allows the assessment to focus on analysing, interpreting and applying data skills rather than testing someone's ability to absorb large volumes of information in a short period of time.
The assessment also includes a more open-book approach than the previous version, explicitly confirming that apprentices can use the internet and AI tools to source information and guidance. This clarification removes ambiguity that previously led to variation in how different assessment organisations approached the assessment. More importantly, it better reflects how data professionals work in practice. Data technicians do not rely solely on memory when solving problems. They use AI tools, documentation, reference materials and other sources of information to support decision-making. By allowing access to appropriate resources, the assessment becomes a more authentic test of occupational competence rather than a test of recall.
We've also taken the opportunity to refine our own assessment approach, building on what worked well in the previous version and making improvements where we felt the apprentice experience could be enhanced. Feedback from our assessors has been particularly positive around the updated scenarios, which provide apprentices with “a great opportunity for the learners to show their skills”.
What We've Seen from the First Cohorts
As the first apprentices begin reaching assessment under the revised standard, we've started to see how some of the changes are working in practice.
One of the most noticeable benefits has been the increased focus on assessing competence rather than testing memory. Features such as providing apprentices with a subset of the data in advance help create a more authentic scenario, allowing them to familiarise themselves with the context before the assessment.
This means the assessment can focus on what really matters: analysing information, applying knowledge and making informed decisions using data.
Perhaps most importantly, the assessment feels more closely aligned to the occupation itself. The focus is increasingly on demonstrating the skills, judgement and behaviours required of a competent data technician rather than navigating assessment processes. That's a positive step for apprentices, employers and the wider sector.

Looking Ahead
The Data Technician revision arrived before the wider apprenticeship assessment reforms currently being introduced across England, but many of its themes feel familiar.
A stronger focus on occupational competence. More authentic assessment. Greater clarity for providers and apprentices. These are principles that continue to shape discussions across the wider apprenticeship system.
One year on, the Data Technician revision appears to have achieved something important. Rather than changing the occupation beyond recognition, it modernised the apprenticeship in a way that better reflects both the realities of the workplace and the needs of apprentices undertaking the assessment.
For those now reaching the assessment stage, that's good news. The focus is increasingly on demonstrating genuine competence as a data professional, which is exactly what apprenticeship assessment should be designed to do.
